Angel League Rules

Unless otherwise designated by the Softball Board or specifically noted herein, NSA SOFTBALL rules will apply.

AGE:
8 years old or younger prior to January 1 st.

THE PLAYING FIELD:

  1. Baselines shall be 60' in length.
  2. The front edge of the pitching rubber shall be 30' from the point of home plate.
  3. A circle with a radius of 8' will be drawn around a point 40' from the point of home plate.
  4. A vertical line shall be drawn 30’ from home plate toward first base, and from home plate toward third base. No defensive player may play in front of this line before the ball is hit.

EQUIPMENT:

Angels shall play with an 11" SOFTIE ball (Optic Yellow).

PLAYERS AND SUBSTITUTES:

  1. The entire roster will play defensively.
    A. Six players are in the infield.
    B. The remaining players are in the outfield. (Note: All outfielders must be in the outfield grass when the ball is pitched.)
  2. The entire roster will be included in the batting order.
  3. Each half inning will be concluded either when 3 OUTS have been made by the team at bat, or at end of play on the 10 th or last batter. Coaches must inform the umpire when the last batter comes to bat. If the offensive team does not announce the last batter, the defensive coach has the option to either allow the play to stand or replay it.
  4. End of play on the last batter is when:
    A. An out is made on the last batter or any baserunner on base when the last batter bats.
    B.A defensive player with possession of the ball touches home plate.
  5. Angel’s teams may play an official game with only seven players. If less than 7 players are available, a forfeit shall be declared.
THE GAME: (Regulation Game)
  1. A regulation game shall be of 5 innings or 1 hour and 15 minutes in length. No inning may begin after the time limit has expired. Games may end in a tie.
  2. Coaches may not intentionally delay games. If in the opinion of the umpire, a coach intentionally causes such a delay, the umpire may declare the game forfeited, or take such other action as the umpire deems appropriate.
  3. A game “called” by the umpire shall be regulation if both teams have played 3 or more complete innings, or if the home team is ahead after two and one-half innings.
  4. A game shall be considered a regulation game when a team is ahead by 15 runs after both teams have played four complete innings, or when the home team is ahead by 15 runs after three and one-half inning.
  5. Two defensive coaches can stand on either baseline or one coach in the outfield (always been the deepest positioned outfielder.)
PITCHING REGULATIONS:
  1. A coach-pitcher will be used in the Angels division (except for Rule 6.e.). The batter shall be allowed to see 5 pitches from the coach-pitcher. The batter shall be called OUT if she strikes out, or does not hit a fair ball within 5 pitches. If the 5 th or subsequent pitch is a foul ball, the batter will be allowed another pitch. There will be no called strikes or balls. Batters hit by the coach-pitcher shall not be awarded first base.
  2. The coach-pitcher must pitch the ball in an underhanded manner from the front of the 8' radius circle, or approximately 35’. A player-pitcher must also stand with both feet inside the circle. When the batter is 6-years-old or younger, the coach pitcher may begin the pitch from the pitcher’s plate.
  3. It is the responsibility of the coach-pitcher to avoid interfering with a ball hit by a batter, or one thrown by a defensive player. If in the judgment of the umpire such interference does occur, the umpire may call the batter OUT, and return all base runners to the base previously occupied.
  4. Time is out and play ends when a defensive player has control of the ball within the pitching circle. Runners over one-half way to the next base when time is called are entitled to the base to which they are advancing.
  5. Player Pitching:
    A. During the 3 rd and 4 th innings of each game, a player (not the coach) will pitch until three outs or three batters walked. If three batters are walked, the coach-pitcher will complete the inning. Note: In extra innings the coach-pitcher will be used not the player pitcher.
    B. A player-pitcher has no restriction on the number of innings pitched per week.
    C. The strike zone shall be between the batter’s shoulders and 2" below the knees and 2" of either side of home plate. Batters should be encouraged to swing the bat at pitches within the strike zone and not be sent to the plate to simply draw a walk.
    D. A defensive coach shall stand behind the umpire and catcher to retrieve pass pitched balls and return to the pitcher as quickly as possible in an effort to speed up the time of play. The defensive coach is not allowed to coach while in the position
    E. There are no pitching regulations enforced on the player pitcher (i.e., crow hop, double clutching, etc.).
    F. No stealing of bases on a passed ball.
BATTER-RUNNER AND RUNNER:
  1. If a force out attempt made at 1 st base results in an overthrow, all runners may advance one base only. These runners advance at their own risk and may be put out attempting to advance. (Note: The overthrow rule applies only at 1 st base.)
  2. Play is stopped on a batted ball:
    A. When any defensive player has control of the ball in the circle and calls time out.
    B. When any defensive player, with possession of the ball, positions herself in front of the lead runner and calls time out.
  3. There is no infield fly rule.

As noted earlier, play ends when defensive player has control of the ball within the circle. If the ball is thrown to the player-pitcher, she misses it, and the ball rolls outside of the circle, the ball is in play, and all base runners may advance at their own risk. There is no overthrow rule for the circle, nor is there an overthrow rule at any base other than first base. Therefore, you must teach your players to back up throws to the player-pitcher and on attempts to get OUTS at other bases.

POST SEASON TOURNAMENT
  1. A standard bracket seeding teams in accordance with their win/toss record shall be used.
  2. All games including the championship games shall be played by the same rules as set forth herein and used in the regular season play (i.e., length of game, pitcher innings, etc.) except games shall not end in a tie. The international tiebreaker rule shall be used to prevent a tie.
  3. The higher seed team shall occupy the Home dugout.
  4. In determining league standing in the event of a win/loss record tie, the higher seed team will first be determined by head to head record and then by run differential. If there is still a tie the higher seed team will be determined by total games run differential. A maximum of only seven (7) runs will be counted in a win or loss game run differential.
